Offer - употребляется, когда мы предлагаем что-то конкретное или ощутимое: вещь, услугу, помощь.
Suggest - употребляется, когда мы выдвигаем свою идею или план, когда рекомендуем или советуем сделать что-либо.
Еще есть разница грамматическая. После глагола offer следует инфинитив с частицой to, а после глагола suggest - герундий
