1. When a crime is first discovered, the police often don’t know who has done it or why. 2. All criminal cases start in magistrates’ courts. Minor cases stay there, with the magistrates deciding on guilt or innocence and sentencing the criminal. In committals, all the magistrates do is hear the outline evidence and decide whether there is a case to answer.
