Это каузативный форма.
После глагола have в значении "возлагать ответственность" глагольная часть каузального оборота употребляется в форме инфинитива без частицы to.Пассивный каузативный оборот после глагола have употребляется чтобы показать, что кто-то для нас сделал,действие или результат этого действия важен.
