Это время называется Ptesent Perfect. То есть какое-то действие совершено, но его связь с настоящем ещё не потеряна. Как в русском: Я помыл окно (Вот оно какое чистое.) Для образования этого времени используем дополнительный глагол has (если подлежащее <em>he, she, it</em>, или как у тебя <em>миссис</em> или <em>мистер</em>) или have (если подлежащее <em>I</em> или во множественном числе как у тебя <em>мистер и миссис</em>). Основной смысловой глагол (что же именно было сделано) пишем в третьей форме: plant - planted; paint - painted; buy - bought и так далее. То есть предложение 1 будет иметь вид: Have ( потому что их двое) Mr and Mrs Brown planted the garden?
Разберем предложение 1: Has (можем заменить словом she - она) Mrs Simpson bought the new car?
В ответе используется та же форма глагола has или have, которые были в вопросе. Подлежащее заменяем соответствующим местоимением, например, для первого предложения это будет They have. А для второго - She has.
