Following the failed attempts and decisions of the League of Nations (1919-1946), to which the United States did not essentially join the United Nations , in 1945 the United Nations was established to support international peace and to develop cooperation in solving international economic, social and humanitarian problems. The first plans and a concrete plan for a new global organization were prepared under the auspices of the US State Department in 1939 . And Franklin D. Roosevelt then first introduced the term "United Nations" as a term to refer to the union countries. This term was first officially used on January 1, 1942the year when 26 States signed the United Nations Declaration and committed themselves to promoting, on behalf of Governments, the establishment of a comprehensive security system and the revitalization of the disarmament process [2] . On April 25, 1945, the United Nations Conference on the Establishment of an International Organization began to operate in San Francisco , which was attended by 50 Governments and a number of non-governmental organizations that participated in the elaboration of the Charter of the United Nations . The United Nations has officially existed since October 24,1945, after the ratification of the Charter by five permanent members of the Security Council - France , the Republic of China , the USSR ,Great Britain and the United States, and the majority of 46 other parties, who also signed this treaty-charter. The first meeting of the General Assembly, with 51 participating States and the Security Council , took place in the Westminster Central Hall in London in January 1946 .
