Если это предложение "every year railway transport of our country carries millions of passengers"
То это Present Simple
Так как: Every year и carrieS

Выражения have got и have означают «иметь что-либо» (например, предмет, взаимоотношения, болезнь и т.п.) При переводе на русский часто слово «have (got)» вообще упускается. В таком значении можно использовать и have и have got, разницы по смыслу никакой.
