Когда мы говорим о чем-то, как о предмете разговора, то употребляется артикль, за исключением случаев, когда вещь кому-то принадлежит и мы в разговоре делаем акцент на этом.
В твоём случае, к примеру, если сказать: "Is this a watch?", то переводится: "Это часы?". Дословно. Но с артиклем в контексте имеется ввиду "те самые часы", т.е. "Это те самые часы?". В этом случае, артикль уместно употреблять, если в разговоре об этих часах уже шла речь ранее.
А если просто спросить: "Is a watch?". То тут просто какой-то дэбил спрашивает, это часы?? Т.е, как предмет. Типо, это не браслет и не морковка, а именно часы.
