Ing - это действие предложенное. Т.е. совершается сейчас.
to - инф-в. В некоторых случаях вообще не употребляется.
Believe - это инф-в.
Чтобы отличать, смотри по контексту. Если есть хоть какое-то указание на прошедшее время, это точно уже не ing.
Например: He came - он пришёл (приходил)
He is coming - он заходит.
