Higher education is a great privilege. In my opinion students must pay for it if their school marks are not very good as they enter universities. If they finish school with very good marks, they must study further free of charge. Both good and bad students must be given a chance of free education (which means that the state pays for them) if they greatly improve their marks during examinations at universities. Also it is the state that must pay for education if there are few people who want to learn unprestigious professions. And vice-versa, if there are too many people who want to learn popular professions, those with worse marks after school must pay.
